IMMIGRATION

 

All foreigners who wish to pursue their education in any level of education in Malaysia are required to apply for a Student Pass from the Department of Immigration Malaysia.

 

CATEGORIES OF APPLICATION 

(i)      Foreigner in Government Schools;

(ii)     Foreigner in Private Schools;

(iii)    Foreigner in public higher education institutions;

(iv)     Foreigner in private higher education institutions;

(v)      Foreigner in language centers;

(vi)     Foreigner in training centers under Department of Skill Development;

(vii)    Holder of Dependant Pass (Expatriate) 

 

DOCUMENT REQUIRED 

  1. Support letter ( Ministry of Education / Department of Skill Development)

  2. Offer letter from schools / higher education institutions/ language centre / training centre;

  3. Two (2) sets of Form Imm.14;

  4. Two (2) sets of passport copies / travel documents;

  5. Two (2) sets of colored photos (3.5 cm x 3.5 cm);

  6. Personal Bond form (stamped); and

  7. For students who wish to transfer university/college, they need a release letter from their previous university/college, attendance report, academic performance report, and support letter from Ministry of Education.

 

APPLICATION PROCEDURE

1. Foreigner in Government/Private Schools

  • Application to be made at State Immigration Office via schools

  • Application for students from the People Republic of China (PRC) must be submitted by the respective institution directly to the Student Pass Unit of the Department of Immigration Headquarters at Putrajaya (for all new applications). For extension of Student Pass, it can be made at the respective State Immigration Department. 

2. Foreigner in public higher education institutions

  • Application to be made at State Immigration Office via the universities.

  • Applicants from India, Bangladesh and Pakistan are required to make the Student Pass application directly at Department of Immigration Headquarters in Putrajaya. The extensions of the Student Pass can be made at State Immigration Office

3. Foreigner in private higher education institutions / training centers

  • New application for Student Pass can be made through Education Malaysia Global Service (EMGS) system via the universities/colleges/training centers.

  • The extensions of the Student Pass can be made at State Immigration Office.

4. Foreigner in language centers

  • New Application to be made at Department of Immigration Headquarters in Putrajaya via languages centers.

  • The extensions of the Student Pass can be made at State Immigration Office.

 5. Holder of Dependant Pass (Expatriate) 

  • The application has to be submitted to Expatriate Service Division, Immigration Headquarters in Putrajaya, or at all relevant State Immigration Office.

  • The endorsement to study in Malaysia will be stamped inside the passport of the applicant. (Holders of Dependant Pass DO NOT have to apply for Student Pass – for children below 18 years old).

  • Holders of Expatriate Pass are allowed to further their education to the highest level possible without having to apply for a Student Pass – provided there is an offer from the respective institutions of Higher Learning.

  • Holders of Dependant Pass below 18 years old DO NOT have to apply for students Pass. Endorsement will be made by the Immigration Department in the passport of the Dependant Pass holder allowing to study. For Dependent Pass holder above the age of 18, MUST convert their pass from Dependant Pass to Student Pass.

  • Spouse of Dependant Pass holders are allowed to pursue their study but MUST convert their Pass from Dependant Pass to Student Pass.

 

VISA WITH REFERENCE (VDR)

  1. All foreign students in Higher Education Institutions (HEI) with approved Visa Approval Letter (VAL) have to obtain Visa with Reference (VDR) from Malaysia Representative Offices oversea before entering Malaysia. However, non-visa required national may enter Malaysia, provided they produce the VAL at the point of entry. Failure to produce VAL may result in the student being not allowed to enter the country.

  2. Foreign students are permitted to change the place of issue of VDR, if they are not in their home country during the approval of VAL. 

 

FEE

  1. Student Pass – RM60 per year or part of it

  2. Visa – rate are according to country (not exceeding RM50 per visa)

 

TRANSFER TO OTHER UNIVERSITY/COLLEGES 

Foreign students are allowed to transfer to other university/colleges with the following conditions:

  1. Student have received the new offer letter;

  2. The previous university/college has issued a release letter, and a supporting letter from EMGS (if applicable);

  3. The current Student Pass has to be shortened, and Special Pass will be issued for the new application to be made. The transfer must be completed within 90 days. During this period, the student does not need to leave Malaysia. However, if the transfer cannot be completed within 90 days, the student MUST leave the country.

  4. Students are only allowed to transfer twice in the same level of education (in three (3) different universities/colleges

 

 TRANSFER COURSE WITHIN THE SAME UNIVERSITY/COLLEGES

 Foreign students are allowed to change their course within the same university/colleges with the following conditions:

  1. The university/colleges has to obtain the support letter from EMGS (if applicable);

  2. The current Student Pass has to be shortened, and Special Pass will be issued for the new application to be made. During this period, the student does not need to leave Malaysia.

 

 PRIVILEGES TO STUDENT PASS HOLDER

 1. Dependant Pass

  • Master and Ph.D students are allowed to bring their dependents during their study period in Malaysia. (Dependants constitute of spouse, children, mother and father ONLY).

  • Dependants of the Student Pass will be issued a Dependant Pass valid for 12 months according to the validity of Student Pass of the principal.

  • Children accompanying their parents MUST have individual or separate passports from their parents.

  • Student must provide approved of marriage with certified copy of their marriage certificate.

 

2. Multiple Entry Visa (MEV)

  • Student Pass holders and their dependants will be issued with a Multiple Entry Visa (MEV) to facilitate their travel between Malaysia and their home country during the duration of their study.

 

 3. Visa on Arrival for Students (VOAS)

  • For students from countries that require a visa to enter Malaysia without Malaysia Representative office in their home country, are allowed to enter Malaysia provided they have a VAL issued by the Department of Immigration Malaysia. ‘Visa on Arrival for Students (VOAS) will be issued at the point of entry.
